The contract entailed the preparation of Spill Prevention, Countermeasure, and Control (SPCC) Plans for the MDWASD facilities deemed subject to the EPA SPCC Rule (40 CFR Part 112) due to proximity to navigable waters, aggregate aboveground oil storage capacity, and other site characteristics.
Facilities included: North District Wastewater Treatment Plant (WWTP), Central District WWTP, South District WWTP, Preston Water Treatment Plant (WTP), Hialeah WTP, Leisure City WTP, Everglades WTP, Newton WTP, Elevated Tank WTP, Snapper Creek WTP, Sewer Pump Station (PS) No. 1, PS No. 2, PS No. 187, PS 300, PS 301, PS 307, PS 345, PS 346, PS 347, PS 425, PS 559, PS 571, PS 601, PS 681, PS 692, PS 1073, PS 1133, PS 1205, 11th Street Maintenance Facility, and the 36th Street Maintenance Facility.
The SPCC Plans detailed features and characteristics of all on-site petroleum storage systems 55 gallons or greater; detailed potential accidental discharge scenarios; outlined petroleum-handling best management practices, housekeeping items, and testing programs; emergency response procedures; areas for continuous improvement; and, regimens for monthly and annual inspections.
