Between 2005 and 2006, CEI completed various soil and groundwater assessment activities, and submitted Supplemental Assessment Reports in order to define the horizontal and vertical extent of the contamination and proceed with a Remedial Action Plan (RAP). CEI recommended excavating soils from the smear zone in the vicinity of contaminated wells in addition to groundwater removal and air sparging from the open excavation. DERM issued the Remedial Action Modification Plan approval, and a Source removal with open trench sparging was performed.
The area was cleared and grubbed from overgrown grass, and a temporary fence was installed to secure the job site. CEI performed the removal of 996 tons of petroleum-impacted soils from three areas within the former Dion Oil property. All parameters in the designated monitoring wells did not exceed the GCTLs for four (4) consecutive quarters. Therefore, in accordance with Chapter 62-770.750(5)(f), FAC, CEI recommended a site closure, and that No Further Action (NFA) status be assigned to this site. In June of 2009, CEI obtained a Site Rehabilitation Completion Order (SRCO) letter from FDEP, granting the site NFA without conditions.
